Throughout his time as a facility assistant, supervisor, and night manager, Devine established his unique brand of service, delivering consistent and exceptional emergency shelter to homeless individuals across the country.
His dedication to supporting the homeless community extends back to his early days in Hollywood and Fort Lauderdale, Florida, where he engaged in homeless outreach programs on the beaches in collaboration with Calvary Chapel churches and other local organizations. Notably, Devine made nightly food runs at midnight to the infamous “tent city” in War Memorial’s Veterans Park from 1992 to 1994. His extraordinary commitment attracted the attention of Hue Keith, a local businessman, who became an ardent supporter of his causes. Inspired by his employee’s efforts, Keith encouraged Devine to expand his assistance to other homeless agencies. Devine’s late oldest brother, Sgt. William Curtis Newton, a Vietnam Veteran, and his mother, a compassionate nurse, were also significant influences on his desire to serve those in need.
In 2003, Devine’s vision received a profound endorsement from Mother Grace Tucker, a legendary figure in the homeless community and the founder of the first homeless facility in North Tulsa, the House of Prayer. Though she had never met Devine, Mother Tucker recognized his potential and asked for his help in rebuilding the facility. This encounter further ignited Devine’s passion for serving those in need. Devine’s late mother, a nurse who passed away in 1989, was also instrumental in instilling in him a deep sense of compassion and care for others.
